“A Deliberate Show of Force”: Former Ekurhuleni HR Head Testifies Metro Police Were Weaponized to Intimidate Him

 In a dramatic testimony that lays bare the alleged weaponization of state resources for personal vendettas, former Ekurhuleni Municipality Head of Employee Relations, Xolani Nciza, has told the Madlanga Commission of Inquiry how the Ekurhuleni Metro Police Department (EMPD) was deployed against him in a brazen act of intimidation following his suspension.

Nciza, a key witness in the commission’s probe into governance and corruption within the metro, detailed a chilling early-morning visit to his home in September 2023, just days after he was placed on suspension. He described how a convoy of three EMPD vehicles carrying six armed metro police officers arrived at his residence to retrieve his municipal-issued laptop—a task he argued was routinely performed by a single unarmed official from the IT department.

A Chilling Home Visit

“This was not a standard laptop retrieval; this was a military-style operation designed to intimidate me and my family,” Nciza testified, his voice firm. “It was 7:30 in the morning. My children were preparing for school when they saw these armed officers in uniform approaching our home. The sheer number of officers, the multiple vehicles—it was a deliberate and over-the-top show of force meant to send a very clear message: we have the power, and you are in our crosshairs.”

Nciza stated that the officers presented him with an official letter authorising the seizure of the device. However, he questioned the necessity of involving a heavily armed metro police unit for a simple administrative task, suggesting the true motive was to harass and silence him.

The Root of the Retaliation

The commission has previously heard that Nciza’s suspension came shortly after he began investigating serious internal irregularities, including the alleged harassment of other whistleblowers and data breaches targeting staff who had raised concerns about the multi-million rand “blue lights” corruption scandal involving the private company CAT VIP Protection.

His testimony directly corroborates that of EMPD spokesperson Lieutenant Colonel Kelebogile Thepa, who last week detailed her own harassment and a violent assault linked to the same scandal. Nciza stated that as the Head of Employee Relations, he had initiated processes to protect Thepa and others from what he believed was an orchestrated campaign of victimization.

“I was performing my duty to protect employees from unfair labour practices and intimidation,” Nciza told the commission. “It became clear that my efforts to uphold the law and protect whistleblowers were not welcome by certain powerful individuals. The deployment of the EMPD to my home was the most overt sign that the very institutions meant to uphold order were being twisted into tools of persecution.”

A Pattern of Weaponized State Power

The allegations present a serious challenge to the EMPD’s leadership and the City Manager’s office. If proven, they indicate a dangerous blurring of lines between legitimate law enforcement and the settling of internal political or administrative scores.

The Madlanga Commission is now tasked with untangling a web of alleged corruption that appears to extend from a questionable contract to the alleged systemic abuse of power, intimidation, and the weaponization of police resources against public servants who dared to question it. Nciza’s account of six armed officers at his door for a laptop has become a powerful symbol of the lengths to which, he claims, the system will go to crush dissent.
