Electricity Minister Kgosientsho Ramokgopa is set to meet officials from Eskom and City Power on Tuesday.
The meeting comes after Eskom issued threats to cut electricity supply to Johannesburg due to a reported R5-billion debt.
An additional R1.5 billion is also due early next month.
However, the figures involved are disputed and have previously been taken to court.
In response to the ongoing disagreement, Ramokgopa is proposing the involvement of an independent body to audit the billing figures in order to verify the disputed amounts.
