Under-Siege Crime Intelligence Boss Set for Crucial Madlanga Commission Testimony

Lieutenant General Dumisani Khumalo, the embattled head of Crime Intelligence, is set to take the stand at the Madlanga Commission of Inquiry on Monday in what is anticipated to be a multi-day, blockbuster testimony.

Khumalo will provide his account of explosive allegations that powerful business figures and drug cartels have infiltrated and manipulated the police and judiciary in Gauteng. His appearance comes while he is personally out on bail for separate fraud and corruption charges related to an irregular appointment within his own division.

The commission is expected to grill Khumalo on the inner workings of the Gauteng counterintelligence operations team—a unit described as pivotal in uncovering corruption within the province’s criminal justice system. According to prior testimony from National Police Commissioner Fannie Masemola, this team began receiving death threats for investigating powerful individuals, prompting Khumalo to request reinforcements from the KwaZulu-Natal Political Killings Task Team (PKTT).

Commissioner Masemola directly credited this inter-provincial collaboration with major breakthroughs, stating, “If the KZN political task team members didn’t come to Gauteng, we would not have the arrest of [Katiso] Molefe, we would not have the arrest of [‘Cat’ Matlala].”

Khumalo’s credibility is under a dual spotlight. Not only must he address the central claims of the commission, but he must also navigate questions about his own legal troubles. His deep involvement in the matter is underscored by his history; he was appointed the inaugural coordinator of the PKTT in 2018 due to his acclaimed success in leading a national rhino poaching task team. His upcoming testimony will be a critical test of his leadership and a key moment in the commission’s investigation into the alleged criminal capture of the state.
