Sibiya Rejects Claim He Told Witness to Share Arrest Warrant With Matlala

Lieutenant-General Shadrack Sibiya, the suspended Deputy National Police Commissioner for Crime Detection, returned to the Madlanga Commission of Inquiry on Tuesday to continue his testimony.

Under cross-examination, Sibiya denied allegations that he instructed a state witness, referred to as Witness F, to provide a warrant of arrest to Vusimuzi ‘Cat’ Matlala of Matlala Security Services.

The contested warrant was issued for the arrest of controversial blogger Musa Khawula, whose reporting has often drawn scrutiny from law enforcement.

Witness F previously testified that Matlala Security Services was expected to execute the warrant and that Matlala was familiar with Khawula’s whereabouts, claiming they frequented the same social venues.

When questioned about these locations, Sibiya described them vaguely as “after 9” clubs, prompting further probing from commission counsel.

Sibiya has also faced intense questioning over the nature of his relationship with Matlala, which critics say raises questions about propriety and influence in policing decisions.

Cross-examination is set to resume at 09:30.
