Heavy Rains and Strong Winds May Cause Delays in Tshwane Municipal Services

The City of Tshwane is urging residents to remain patient as heavy rains and strong winds continue to disrupt essential municipal services across the metro. In its statement issued on 17 November 2025, the city said the severe weather is putting “significant strain on essential municipal services, including electricity supply, water provision, and waste collection.”

Electricity outages are among the biggest challenges. Storm-related faults, falling trees, lightning, and wind-driven debris are damaging infrastructure. The city explained that technicians cannot work safely during these conditions: “Electricians are unable to work on live infrastructure or conduct repairs while it is raining or when winds are dangerously high, due to safety limitations.” This means outages may take longer to fix.

Water services have also been affected. Heavy rainfall and strong winds have caused flooding, pipe bursts and damage to the reticulation network. The city warned that residents may experience low water pressure or temporary outages, saying teams are actively responding where conditions permit to keep supply points stable.

Waste collection has slowed down, too, as many roads are waterlogged and landfill sites are difficult to access. The city said that in affected areas it will activate contingency measures, including “rescheduling, deploying additional vehicles when weather allows, and prioritising high-volume routes”, read the statement.

Despite the challenges, Tshwane said it remains committed to serving residents during the bad weather. The statement noted that “We urge communities to exercise patience as we navigate these weather-related challenges.” The city also encouraged residents to report service issues through official channels and to stay cautious on wet, windy roads and around stormwater drains.
