In a rare bright spot for South African local governance, the Midvaal Local Municipality has announced an impressive overall performance rate of 94.74% on its 2025/2026 Service Delivery and Budget Implementation Plan (SDBIP). The municipality, which is situated in the southern Gauteng region, achieved 72 out of 76 key performance indicators (KPIs) for the financial year, solidifying its reputation as one of the country’s best-performing local authorities.
The SDBIP serves as a critical tool for translating municipal budgets into measurable service delivery targets, and Midvaal’s performance reflects a consistent commitment to planning, execution, and accountability. Among the achieved indicators were milestones in water and sanitation infrastructure, waste management, road maintenance, and community safety. The municipality also performed strongly on financial management indicators, including revenue collection and budget adherence.
Midvaal Executive Mayor Peter Teixeira hailed the results as a testament to the municipality’s disciplined governance and collaborative approach with residents and stakeholders. “This is not just a number on a report—it is a reflection of the dedication of our staff and the trust our community has placed in us,” Teixeira said. “We have shown that with the right systems, transparency, and a focus on results, local government can deliver.”
The municipality’s success stands in stark contrast to the struggles of many other councils across the country, where service delivery failures, financial mismanagement, and political instability have become the norm. Analysts have pointed to Midvaal’s consistent performance as evidence that efficient administration, irrespective of political affiliation, can make a tangible difference in the lives of residents.
